RFAs: Pre-Qualification of CSOs and NGOs for the Responsible Party Roster (Iraq)

The United Nations Development Programme (UNDP) Iraq invites civil society organizations (CSOs) and non-governmental organizations (NGOs) to apply for pre-qualification and inclusion in its Responsible Party Roster. The roster is intended to establish a pool of qualified partners that can be engaged in future UNDP-funded development, governance, stabilization, humanitarian, and resilience initiatives across Iraq. The call covers a broad range of thematic areas, including community infrastructure rehabilitation and construction, governance and anti-corruption, rule of law, human rights, gender equality and women’s empowerment, digital transformation, public finance management, education and skills development, health and basic services, renewable energy, socio-economic inclusion, food security, mental health and psychosocial support, peacebuilding, social cohesion, local economic recovery, climate and environmental action, development finance, media and information integrity, research, interfaith dialogue, legal aid, and housing, land, and property rights. Successful applicants will be added to a pre-qualified roster from which UNDP may identify and engage partners for future projects as programmatic needs arise. No specific grant amount or project duration has been defined under this pre-qualification process, as inclusion on the roster does not constitute immediate funding but enables eligibility for future partnership opportunities in Iraq.
Eligibility
Eligible applicants are legally registered CSOs and NGOs with the authorization and operational capacity to work in Iraq. Both new organizations and entities already included on the roster that wish to update their organizational profiles may apply. Applicants must demonstrate relevant experience in one or more of the thematic areas covered by the call, maintain sound financial management and transparent governance systems, and possess the institutional capacity required to implement development and humanitarian programming. Organizations are required to complete the Request for Information (RFI) questionnaire and Capacity Assessment Checklist (CACHE), and submit all supporting documentation, including evidence of legal status, organizational background information, financial statements, and other requested materials. Compliance with applicable legal and financial requirements, including confirmation of non-sanctioned status, is mandatory. Applications will be assessed based on organizational relevance, technical expertise, operational capacity, financial accountability, transparency, and the ability to meet UNDP partnership requirements.
