The United Nations Development Programme (UNDP) Sri Lanka is seeking a Responsible Party to implement a community-based waste management plan under the Scale-up and Sustain the Low Carbon Municipal Solid Waste Management and Resource Recovery in Sri Lanka project. The initiative aims to strengthen municipal solid waste management systems in the Balangoda Urban Council area and surrounding communities by improving waste segregation at source, increasing recycling and resource recovery, supporting composting of organic waste, and enhancing the sustainability of waste collection systems. The selected organization will work closely with local authorities, communities, formal and informal waste collectors, and other stakeholders to promote awareness, drive long-term behavioral change, strengthen market linkages for recyclable materials, and build institutional capacity for effective waste management planning and implementation. The project is focused on the Balangoda Urban Council and neighboring areas in Sri Lanka, with a maximum available budget of LKR 44,973,600 and an implementation period of 12 months, from October 2026 to October 2027. Eligible activities include community mobilization, source segregation programmes, capacity building for waste collectors, support for recyclable waste collection and recovery systems, promotion of composting initiatives, stakeholder engagement, and institutional strengthening of local authorities.

Eligibility

Applicants must be legally registered national or international non-governmental organizations (NGOs) or civil society organizations (CSOs) with demonstrated experience in community development, municipal solid waste management, environmental sustainability, or related sectors. Applicants should have a proven track record of working with local communities and stakeholders and preferably possess previous experience collaborating with international development partners. Organizations must demonstrate the technical, operational, and financial capacity required to deliver the proposed activities and comply with UNDP requirements. Applications must include a technical proposal, financial proposal, completed RFI and CACHE forms, audited financial statements, registration certificate, and any additional supporting documentation specified in the call for proposals. Proposals will be assessed based on relevant organizational experience, technical quality, implementation capacity, and compliance with submission requirements. All applications must be submitted through the UNDP Quantum Supplier Portal by the stated deadline, and only portal-based submissions will be accepted.
