The Firm for Designing and Operationalizing Circular Economy Financing Strategies (CEFS) seeks to support Philippine Local Government Units (LGUs) in advancing circular economy initiatives and sustainable local development. The program will provide technical assistance to selected LGUs in designing and implementing financing strategies and investment mechanisms that mobilize public, private, and development financing for high-impact circular economy projects.

Key focus areas include resource efficiency, waste reduction, climate resilience, sustainable local economic development, investment planning, project development, financial structuring, investor engagement, and institutional capacity building. The assignment will also explore innovative financing solutions such as public-private partnerships, green and circular economy bonds, blended finance facilities, guarantees, and other resource mobilization instruments.

Through this initiative, LGUs will be supported in transforming circular economy opportunities into investment-ready projects by strengthening investment planning, financial mechanisms, and partnerships with financial institutions, investors, development organizations, and private sector stakeholders. Activities will include developing city-specific financing strategies, implementation roadmaps, and operational frameworks; integrating circular economy priorities into local investment plans and budgets; preparing investment profiles and project documentation; and facilitating engagement through investment forums, consultations, and business matching sessions. The project will also establish monitoring, evaluation, and reporting frameworks to ensure long-term sustainability.

Grant size and duration will be determined based on the scope of work and selected LGUs’ needs, with funding allocated to support the design, operationalization, and implementation of circular economy financing strategies at the local level.

Eligibility

Eligible proposers must have the legal capacity to enter into a binding contract with UNDP and must meet nationality and registration requirements. Organizations with conflicts of interest related to the preparation, design, or delivery of the programme or procurement process may be disqualified. Proposals will be assessed based on institutional capacity, technical expertise in circular economy financing, and demonstrated experience in investment planning, financial structuring, and stakeholder engagement.
