The United Nations International Children’s Emergency Fund (UNICEF) invites applications for the Continuum of Care for Children and Young Persons in Conflict with Law (CoC-CYCL) initiative in Assam, India. The program seeks to strengthen rehabilitation, life skills development, employability, psychosocial well-being, and social reintegration for children and young people aged 14 to 24 who are in conflict with the law. Recognizing the challenges faced by young people transitioning from institutional care to independent living, the initiative promotes a continuum-of-care approach that extends rehabilitation support beyond care facilities and into the community. The program will work with adolescents and young adults across Observation Homes and Correctional Homes through integrated case management, psychosocial support, education, vocational skilling, aftercare services, legal aid, mentoring, and community reintegration support.

The initiative will support three age cohorts (14–18, 18–21, and 22–24 years) using a standardized curriculum and coaching framework designed to build resilience, teamwork, leadership, emotional regulation, social inclusion, and positive identity formation. Sports-based interventions form a central component of the program and will be integrated into rehabilitation, education, vocational development, psychosocial support, and aftercare pathways. Activities include structured sports sessions, reflective learning exercises, peer leadership opportunities, and capacity-building pathways that prepare selected participants to serve as assistant coaches, referees, fitness trainers, community sports volunteers, and youth mentors. The program aligns with the Juvenile Justice (Care and Protection of Children) Act, 2015 and Mission Vatsalya objectives. The indicative funding available is USD 5,000,000 (as stated in the call), with activities focused exclusively in Assam, India.

Eligibility

Applicants must be organizations with an established local presence and demonstrated operational experience in Assam, India. Eligible organizations should have proven capacity to design and deliver integrated rehabilitation, aftercare, and social reintegration services for children and young people in conflict with the law, including experience in case management, psychosocial support, skills development, and community-based reintegration approaches. Applications will be assessed based on the organization’s local experience and presence, its technical and operational ability to implement the proposed interventions, and its alignment with the program’s rehabilitation, reintegration, and youth development objectives.
