The United Nations High Commissioner for Refugees (UNHCR) has launched AMI 008, a Call for Expression of Interest in Ouaka, Central African Republic, to strengthen the integration of forcibly displaced persons into the national education system. The initiative supports educational inclusion and reintegration of refugees and returnees from pre‑primary through secondary levels, with a particular focus on adolescents and young people.

Program activities include language support, catch‑up and remedial learning, accelerated learning, examination preparation, and French‑language instruction for non‑French‑speaking Sudanese refugees. Additional priorities encompass teacher professional development, inclusive teaching practices, foundational skills, classroom management, and education data systems. The program also promotes opportunities for qualified refugees to serve as teachers and enhances the participation of displaced and returnee populations in education planning and coordination. Relevant sectors include general education, education in emergencies, sexuality education, and adolescent skills development.

The initiative is implemented in close collaboration with the Ministry of National Education, ensuring alignment with national priorities and fostering sustainable inclusion.

Eligibility

Applicants must demonstrate proven expertise in education programming, adequate human and material resources, and knowledge of protection principles, including age, gender, and diversity approaches. They must ensure the participation of forcibly displaced and stateless persons in the program cycle and show strong project and financial management capacity, risk controls, local presence, and community engagement mechanisms. International organizations must partner with local actors, while consortium applications must clearly define lead and member roles and include a two‑ to three‑year plan for capacity strengthening and activity transfer.

Selection will be based on sector expertise and experience (20%), project management capacity (10%), local presence and knowledge (10%), cost effectiveness (10%), accountability to communities (10%), access and security considerations (10%), and localization efforts (30%). Additional assessment factors include protection mainstreaming, environmental sustainability, financial and risk management, community participation, security procedures, and the ability to strengthen national organizations and progressively transfer responsibilities.
