NOFO: No Child Left Behind Inclusion and Protection for Children with Disabilities (Egypt)

The European Commission is launching the No Child Left Behind: Inclusion and Protection for Children with Disabilities program to strengthen the rights, inclusion, and well-being of children with disabilities in Egypt. The initiative promotes a rights-based approach that safeguards children from discrimination, neglect, violence, and abuse while fostering their participation in education, recreation, and community life. It emphasizes family and caregiver support, community engagement, and systemic capacity-building to ensure equitable and accessible services. Priority areas include advancing non-discrimination, inclusive education, caregiver resilience, accessible community spaces, and combating stigma and harmful social norms. Actions must primarily benefit children with disabilities in Egypt and be implemented through financial support to third parties such as civil society organizations, community-based groups, and organizations of persons with disabilities. Grants range from EUR 650,000 to EUR 1,000,000, with a total budget of EUR 3,900,000. Projects must allocate at least 60% of eligible costs to third-party support, with a maximum of EUR 60,000 per recipient unless otherwise justified. Funding will cover between 51% and 95% of eligible costs, and projects must run for 24 to 36 months.
Eligibility
Applicants must be non-profit legal entities established in Egypt, an EU Member State, or a contracting party to the EEA Agreement. If the lead applicant is not Egyptian, at least one co-applicant established in Egypt is required. Eligible recipients of financial support must be non-profit legal entities established in Egypt with proven experience working with or for children, including children with disabilities, and/or their families and communities. All proposed actions must take place in Egypt and comply with the program’s requirements for duration, financial allocation, and rights-based approaches.
