Call for Expression of Interest: 9th Cooperation Programme Implementation (Burkina Faso)
About
The United Nations Population Fund (UNFPA) is inviting non-governmental organizations (NGOs) and civil society organizations (CSOs) to support the implementation of the 9th Cooperation Programme in Burkina Faso (2027–2030). Building on more than five decades of partnership with the Government of Burkina Faso, the programme aims to advance sexual and reproductive health and rights, promote gender equality, empower adolescents and youth, and strengthen the use of population data for development planning. The initiative is aligned with Burkina Faso’s national development priorities, the UN Sustainable Development Cooperation Framework (2027–2030), and the UNFPA Strategic Plan (2026–2029). The programme is organized around three strategic pillars: improving the quality and accessibility of services, transforming social and gender norms, and supporting adaptation to demographic changes. Priority beneficiaries include women, adolescents, and young people, particularly those in vulnerable situations. Expected interventions include expanding access to rights-based sexual and reproductive health services, preventing and responding to gender-based violence and harmful practices, promoting women’s economic empowerment and resilience, supporting youth development, and strengthening national statistical systems for evidence-based planning and advocacy. The programme will be implemented across Burkina Faso through annual work plans developed with government institutions and civil society partners. The indicative funding envelope available under this call is 84,500,000, with projects contributing to programme outcomes during the 2027–2030 implementation period.
Eligibility
Applicants must be legally registered NGOs or civil society organizations with a demonstrated track record of implementing programmes related to sexual and reproductive health, gender equality, youth empowerment, population and development, or related sectors. Organizations must have an established operational presence in Burkina Faso and proven capacity to work effectively with vulnerable populations. Applicants are required to submit supporting documentation, including authorization to operate, proof of legal registration, organizational statutes, partnership agreements where applicable, annual reports, financial statements, audit reports, and a completed project proposal template. In addition, both the lead officer and the financial officer designated for the project must be Burkinabé nationals residing in Burkina Faso. Applications will be assessed based on organizational experience, technical expertise, operational capacity, financial management systems, relevance to programme priorities, and ability to deliver measurable results for target populations.
