CFPs: Awareness-Raising Campaign to Promote Inclusive Employment (Ukraine)

The United Nations Development Programme (UNDP) Ukraine invites applications from qualified organizations and private entrepreneurs to design and implement a nationwide communication campaign promoting inclusive, skills-based, gender-responsive, and non-discriminatory employment practices across Ukraine. The initiative seeks to address workforce challenges resulting from the war by combating stereotypes and barriers that limit equal access to employment opportunities. The campaign is expected to reach at least 1.5 million people through a broad mix of communication channels, including digital media, traditional media, influencer engagement, and outdoor advertising, while ensuring accessibility and relevance for diverse audiences.
The campaign will primarily target employers, including business owners, managers, human resource professionals, and recruiters, encouraging the adoption of hiring practices based on skills and competencies rather than characteristics unrelated to job performance. Beneficiaries also include people whose employment has been disrupted by the war, such as persons with disabilities, including those with war-acquired disabilities, internally displaced persons, individuals who have lost jobs or businesses, women balancing caregiving responsibilities with employment, young people entering the labor market, and adults aged 50 and above seeking continued employment or career transitions. The assignment covers the design, production, and implementation of communication activities nationwide. Funding will be provided through a service contract awarded to the selected contractor.
Eligibility
Applicants must be legally registered organizations or private entrepreneurs in Ukraine with a minimum of five years of demonstrated experience in communications, media production, and development-related initiatives. Proposals must include at least three examples of relevant communication campaigns, evidence of experience or engagement in social inclusion-related work, and a minimum of two positive professional references. During the evaluation process, consideration will be given to the applicant’s technical experience, quality and relevance of previous campaigns, demonstrated commitment to social inclusion, and the overall capacity to deliver a nationwide communication initiative. Gender balance within the proposed project team will be considered an added advantage.
