The International Fund for Agricultural Development (IFAD) invites proposals to implement the initiative “Leveraging IFAD’s Rural Sector Performance Assessment (RSPA) for Policy and Investment.” With grant funding of up to US$1.2 million, the program aims to strengthen rural sector policy assessment and improve the policy and investment environment for rural development. Key activities include reviewing and simplifying the RSPA methodology, enhancing qualitative and quantitative indicators, identifying reliable public data sources, conducting statistical analysis, and producing the IFAD15 RSPA covering approximately 80 countries. The initiative also supports methodological guidance, learning products, policy engagement, and knowledge generation to promote rural transformation.

The grant recipient will be responsible for reviewing existing indicators, testing revised measures in pilot countries, preparing updated methodological guidance, and producing country assessments with consistent data analysis and reporting. The assignment further involves consultations with IFAD staff and external experts, dissemination of findings, and sharing lessons learned to strengthen the RSPA as a global knowledge product.

Eligibility

Eligible applicants include non‑profit organizations, private sector companies, universities, think tanks, and research institutes with demonstrated expertise in rural development, policy analysis, and statistical research. Applicants must provide a counterpart contribution of at least 20% of the IFAD grant amount, while private sector institutions are required to contribute a minimum of 25%. In‑kind contributions may also be considered. Proposals must include a detailed project plan, indicative budget, eligibility self‑certification, and an institutional profile highlighting relevant experience.
