The European Union’s Human Rights and Democracy Programme (HRDP) Country Allocation for Mongolia 2025 supports initiatives that advance human rights, democracy, and the rule of law by strengthening civil society engagement and safeguarding fundamental freedoms. The programme prioritizes protecting and empowering individuals, addressing opportunities and challenges posed by new technologies, and enhancing civil society’s role in monitoring, preventing, and responding to human rights violations. It also seeks to build the capacities of civil society organisations in advocacy, public awareness, and tackling discriminatory laws, policies, and practices, while supporting human rights defenders and their families.

Projects may include strategic litigation, advocacy, awareness-raising, stakeholder cooperation, networking among civil society organisations, digital transformation initiatives, youth participation, and the mainstreaming of gender equality. Actions must adopt a human rights-based approach and contribute to building democratic societies, promoting inclusive dialogue, and strengthening justice systems and independent media. Eligible projects must take place in Mongolia, with a duration of 24 to 36 months. Grants range from EUR 200,000 to EUR 240,000, covering a percentage of eligible project costs as defined in the call guidelines.

Eligibility

Eligible applicants include non-profit civil society organisations, public sector operators, local authorities, and international organisations that meet the required criteria. Applicants must be directly responsible for preparing and managing the proposed action and may collaborate with eligible co-applicants and affiliated entities. Proposals will be assessed based on their alignment with programme priorities, capacity to implement a rights-based approach, and ability to demonstrate accountability, transparency, and measurable impact.
