The European Commission invites civil society organisations in Indonesia to apply for action grants supporting two priority areas: (1) advancing an inclusive and just green transition, and (2) preventing and eliminating violence against women and girls. This programme is part of the EU Thematic Programme for Civil Society Organisations 2021–2027 under the NDICI–Global Europe instrument, designed to strengthen the independence, capacity, and participation of CSOs in promoting democracy, human rights, and sustainable development.

Lot 1 focuses on building CSO capacity for a just green transition in sectors such as energy, sustainable agriculture, forestry, circular economy, and natural resource management, with emphasis on vulnerable communities. Lot 2 supports initiatives to end violence against women and girls by improving survivor‑centred services, strengthening prevention and protection mechanisms, and promoting women’s and girls’ participation in economic, social, and public life.

All actions must integrate capacity‑building for local actors and address cross‑cutting priorities including climate resilience, gender equality, disability inclusion, minority and indigenous rights, and youth participation. Financial support to third parties is mandatory, with at least 20% of the total budget allocated for this purpose (up to EUR 60,000 per third party unless otherwise justified).

The total indicative budget is EUR 9,507,000, equally divided between the two lots. Grants must range from EUR 1,000,000 to EUR 2,000,000, covering 75–95% of eligible costs for local organisations and up to 80% for others. Projects must last 36–48 months and be implemented primarily in Indonesia, though some activities may occur in other eligible countries or the EU if directly linked to Indonesian contexts.

Eligibility

Applicants must be non‑profit civil society organisations legally established in Indonesia or in an EU Member State. If the lead applicant is not based in Indonesia, at least one local Indonesian co‑applicant is required. International organisations are not eligible. All applicants and affiliates must register in PADOR and the EU Participant Register, and applications must be submitted online via the PROSPECT portal.
