The United Nations Office for Project Services (UNOPS), through the Santiago Network Secretariat, invites proposals to deliver technical assistance that strengthens climate resilience, risk management, and recovery across Caribbean Small Island Developing States (SIDS). The initiative responds to a multi-country request submitted by the University of the West Indies at Cave Hill, Barbados, and aims to support financial institutions in Barbados and Grenada in the design, adaptation, and implementation of climate-responsive financial products. These products are intended to address climate-related loss and damage while expanding access to green and blue microfinance solutions for micro, small, and medium enterprises (MSMEs), individual clients, and households, particularly those most vulnerable to climate impacts. By promoting inclusive financial mechanisms within existing financing frameworks, the program seeks to enhance economic recovery, strengthen livelihoods, and improve climate resilience among affected communities. A total of USD 430,000 is available under this call. Eligible activities include the provision of technical assistance, product design and adaptation support, capacity strengthening, and the development and delivery of innovative climate-responsive financial solutions in Barbados and Grenada.

Eligibility

Applicants must be Organizations, Bodies, Networks, and Experts (OBNEs) that are members of the Santiago Network. Entities that are not yet members may still apply, provided they submit an Expression of Interest for Santiago Network membership before the proposal deadline and obtain membership confirmation prior to the final selection stage. Applications will be assessed based on their capacity to deliver high-quality technical assistance, their expertise in climate finance and climate resilience programming, and their ability to support financial institutions in developing and implementing climate-responsive financial products that effectively address climate-related loss and damage for MSMEs and vulnerable households in Barbados and Grenada.
