CFAs: Improved WASH Access for Displaced and Host Communities (Sudan)

The United Nations High Commissioner for Refugees (UNHCR) is inviting partnerships to improve and sustain equitable access to water, sanitation, and hygiene (WASH) services for forcibly displaced persons and host communities in Sudan. This initiative is part of UNHCR Sudan’s multi‑year results framework, designed to strengthen socioeconomic inclusion and resilience by ensuring access to quality multi‑sectoral services and expanding livelihood opportunities.
The program will support safe access to drinking water through the operation, maintenance, rehabilitation, and expansion of water supply systems, including treatment plants, boreholes, wells, pumps, pipelines, and distribution points. Emergency water supply will be provided where necessary, with a transition toward sustainable systems emphasizing water safety through treatment, chlorination, and monitoring. Solarization of infrastructure will be promoted to reduce environmental impact and enhance reliability.
Sanitation interventions will ensure safe, dignified, gender‑sensitive, and disability‑inclusive access to communal and household facilities. Partners will collaborate with local authorities and communities to construct, rehabilitate, maintain, and decommission sanitation systems, manage sludge and solid waste, and promote community‑led initiatives that improve drainage, cleanliness, and environmental health.
Hygiene support will include awareness campaigns, menstrual hygiene management, and distribution of essential hygiene items. Community organizations will be engaged to promote handwashing, safe water storage, household water treatment, food hygiene, and environmental cleanliness, while building the capacity of community‑based hygiene promoters.
Eligibility
Eligible applicants include national and international non‑governmental organizations with proven expertise in WASH programming and community engagement. Applicants must demonstrate technical capacity to implement water, sanitation, and hygiene interventions, strong financial and administrative systems, and the ability to operate effectively in Sudan’s complex humanitarian context. Organizations should have established presence in target areas, access to communities, and the capacity to coordinate with local authorities and community structures. Proposals will be evaluated based on technical soundness, alignment with UNHCR’s strategic objectives, organizational capacity, and commitment to gender, disability inclusion, and community participation.
