The Italian Agency for Development Cooperation has launched a call for proposals for the Emergency Programme for the Protection of Refugees and Host Communities.
This Call for Proposals refers to two distinct initiatives within the broader framework of the Italian response programme to the Syrian crisis in Jordan, which originates from the renewed commitment undertaken on the occasion of the Eighth Donors' Conference on Syria.
Sectors
The sectors covered by the current financial requirement for 2025 are:
Education,
Health,
Livelihood,
Basic services,
WASH,
Shelter,
Higher education and TVET, Agriculture,
Protection and Justice, 10- Basic Needs.
Each sector is divided into - Refugees in Camps, - Refugees in the Host Community
Lots
Lot 1 – Protection
The initiative has the general objective of contributing to alleviating the fragility of the most vulnerable sections of the refugee population and the Jordanian host community, exposed to the consequences of Syrian crisis. The priority area for intervention is therefore the social protection of the most vulnerable individuals and groups, particularly those at risk or victims of abuse, violence, exploitation, discrimination, marginalization, etc. Given the link between poverty, with its many implications, and the risks related to protection, the initiative intends to address the various aspects that determine the fragility and exposure to risks of these individuals and social groups, promoting an integrated system of social protection and assistance and the consequent empowerment and social inclusion of these categories.
The specific objective of the initiative is to promote the protection of the most vulnerable groups among Jordanian refugees and host communities through an integrated framework of protection, assistance, empowerment, and social inclusion. When defining the general and specific objectives of individual projects, alignment with the objectives of the initiative will be important. It is therefore essential to clearly identify and describe the target group to which the intervention refers. Considering the need for a multisectoral approach, to ensure the effectiveness of a protection intervention, it is important to highlight the initiative's focus, starting with a clear identification of the problem.
Lot 2 – Empowerment economico /Livelihood
The specific objective of the initiative is to support access to income-generating opportunities for the Syrian refugee population and the most vulnerable Jordanians in Jordan, particularly women and young people, including people with disabilities, thus contributing to strengthening the resilience of local communities. This intervention is linked to the urgent need to provide effective and lasting responses to a protracted crisis and fragility. socioeconomic, combining concurrent levels of action. On the one hand, promoting youth employability and strengthening self-employment opportunities, and on the other, activating inclusive and sustainable local development processes in the medium and long term.
The aim is to promote the employability of young people both through improved mechanisms for matching labor supply and demand and through recognized and truly marketable training programs, which strengthen and adapt young people's skills to actual market needs as well as the development potential of businesses in strategic sectors. Partnerships with the private sector are particularly important, including through dialogue and support aimed at facilitating synergies with public and local administrations and strengthening their capacity to support employment growth through existing training and employment structures.
Likewise, it aims to promote and strengthen self-employment and entrepreneurship, with particular attention to the climate and energy transition, green jobs, the circular economy, digitalization, and the gig economy; innovation and decent working conditions, including through social and solidarity economy practices. Business growth and consolidation will be supported through technical and financial support mechanisms, clustering experiences, the creation or strengthening of business incubators, and capacity-building initiatives aimed at local organizations such as CBOs and cooperatives.
Funding Information
For proposals relating to Lot 1:
890,000 EUR (eight hundred and ninety thousand/00 Euro) for projects submitted by a single entity not profit;
1,780,000 EUR (one million seven hundred and eighty thousand/00 Euro) for joint projects submitted by two or more non-profit entities in ATS;
For proposals relating to Lot 2:
1,000,000 EUR (one million/00 Euro) for projects submitted by a single non-profit entity;
1,347,000 EUR (one million three hundred and forty-seven thousand/00 Euro) for joint projects submitted by two or more non-profit entities in ATS
Duration
Maximum duration of project activities
For proposals relating to Lot 1: 21 (twenty-one) months;
For proposals relating to Lot 2: 21 (twenty-one) months
Eligibility
Non-profit entities that meet the following requirements on the date of submission may submit project proposals for this Call for Proposals:
Specific and proven experience in humanitarian aid interventions
Specific and proven experience in interventions in the sectors covered by this Call for Proposals;
Ability to operate on site;
Be in compliance with tax, social security, and insurance obligations required by current Italian legislation;
Are not in debt to the Directorate-General for Development, the Ministry of Foreign Affairs and International Cooperation (DGCS), the Italian Agency for Development Cooperation (AICS), or other donors for certain, liquid, and collectible debts, including debts arising from provisions revoking contributions for projects promoted and/or awarded;
Have not engaged in conduct grossly negligent or in bad faith in the implementation of projects by the Directorate-General for Development Cooperation (DGCS), the Ministry of Foreign Affairs and International Cooperation (MAECI), the Italian Agency for International Cooperation (AICS), or other donors, or in the exercise of their activities.
Non-profit entities without an operational headquarters in Italy (local and/or international non-profit entities) may submit project proposals for this Call for Proposals if, on the date of submission, they meet the following requirements:
Specific and proven experience in humanitarian aid interventions;
Specific and proven experience in interventions in the sectors of intervention of this Call for Proposals;
Ability to operate on site (registration with the local Jordanian authorities);
Be established and in compliance with the legislation in force in the country of origin, including that in tax, social security and insurance matters;
Are not indebted to the Ministry of Foreign Affairs and International Cooperation (MAECI) and/or the Italian Agency for Development (AICS), or other donors, for certain, liquid, and collectible debts, including debts arising from provisions revoking contributions for promoted and/or awarded projects.
