The U.S. Embassy Montevideo of the U.S. Department of State invites proposal submissions for the development, implementation and management of programs that support the Embassy’s strategic priorities.
Goals and Objectives
The recipient of this award will oversee the administration of subawards that advance shared interests of the United States and Uruguay. All subawards must include a U.S. element or a connection with U.S. experts, organizations, or institutions in a specific field to promote U.S. policy, values, and perspectives. The programs should contribute to economic growth.
Priority Areas
Proposals should reflect an understanding of the following priority areas:
Economic Prosperity
Drive economic prosperity, trade, U.S. investment, and economic growth
Address the root causes of migration by enhancing workforce training and skill development in strategic sectors
Advance technology development, STEM training, artificial intelligence, big data, and robotics
Democracy and Leadership
Reinforce free-market principles and economic growth
Leverage U.S. strengths through a focus on democratic values and civic participation
Promote academic and professional excellence through exchange activities with U.S. institutions and experts
Security and Safety
Strengthen local security capacity by combatting transnational criminal organizations, money laundering, and/or trafficking in persons
Reinforce justice, transparency, accountability, and freedom of expression
Cybersecurity and critical infrastructure protection

Length of performance period 12-18 months
Priority Region
Project activities must take place or be initiated in Uruguay and be directed at Uruguayan audiences/participants. In implementing and managing the subaward program, applicants should outline how they will ensure all projects address one or more of the following strategic outcomes:
Support U.S. economic interests and Uruguay’s efforts to: strengthen and diversify the economy in a way that addresses the root causes of migration; encourage fair trade relationships and investment in the U.S.; develop workforce skills in high-demand sectors; and reduce economic dependency on adversarial actors.
Drive innovation, such as STEM education, advancements in artificial intelligence, big data, robotics, and cybersecurity, in collaboration with U.S. institutions to promote cutting-edge, securely sourced technology.
Strengthen U.S.-aligned national security interests through law enforcement capacity building, cybersecurity enhancement, and the protection of critical infrastructure.
Promote free speech, the rule of law, transparency, accountability, media independence, and the free exchange of information.
Promote leadership development in youth (over age 16) and professionals, fostering entrepreneurship and economic resilience.
Reflect shared democratic leadership and foster greater mutual understanding through the enhancement of the creative economy.
Eligibility
Eligible Applicants
Registered U.S. and Uruguay non-profit organizations (if U.S. non-profit applicant must have 501(c)(3) status), including think tanks, civil society organizations, NGOs, cultural and/or educational associations, Uruguayan governmental entities, public and non-profit educational institutions.
This open competition is available to government bodies, non-governmental organizations.
All organizations must have a Unique Entity Identifier.
