About

The Civil Society Engagement in Ukraine's EU Accession Negotiations Competition aims to engage civil society in EU accession negotiations, enhance support for non-governmental expertise and inclusive stakeholder dialogue to improve public policy related to EU accession negotiations.

Priorities
  • Independent expert analysis and monitoring of the compliance of national policies, legislation, and institutions with EU requirements, and, accordingly, advocacy and assistance in the preparation and implementation of government plans, assessments, and EU recommendations, including analysis of the possible consequences of implementing relevant changes;

  • Raising public awareness and building national stakeholder consensus on specific regulatory, legislative and policy changes necessary for EU accession;

  • Analysis of the potential consequences of Ukraine's accession for the EU itself, trends in reforms of key EU policies, preparation of relevant proposals regarding Ukraine's positioning in the negotiations, organization of dialogue with European experts and stakeholders;

  • Developing the potential of the non-governmental sector, strengthening the institutional capacity and expertise of non-governmental stakeholders on the functioning of the EU, EU law and policies.

Funding Information
  • The total budget of the competition is 30,000,000 hryvnias.

  • The minimum grant amount is UAH 450,000.

  • The optimal grant size is 900,000 - 1,300,000 hryvnias.

  • The maximum grant amount is 1,700,000 hryvnias.

Possible Activities

  • Analysis of the content of political documents, reports and recommendations of the EU, government program documents and plans, draft laws and draft by-laws, acts of Ukrainian legislation and the EU acquis, preparation of relevant assessments and recommendations to the parties, including on the content of public reports on progress in negotiations;

  • Promoting inclusive and constructive dialogue between governmental and non-governmental stakeholders, in various public and closed formats (hearings, consultations, round tables, strategic sessions, etc.), with the aim of better understanding and rapprochement of the parties' positions, balancing cross-sectoral interests;

  • Organizing public dialogue with experts and stakeholders in EU member states, sharing accession experience, assessments of potential impacts, benefits and costs of Ukraine's accession to individual EU policies and markets, formulating and advocating for common interests;

  • Conducting trainings and other forms of short-term training on EU law and policies for young professionals, project implementers themselves, and other public organizations, relevant networking and exchange of experience in Ukraine and abroad, organizing and participating in study visits to member states, etc.

Expected Results

  • The expected results of the competition are to increase the capacity of non-governmental organizations, their involvement and provision of meaningful input into the negotiation process, promotion of public awareness and the quality of public dialogue on policy and legislative changes in various areas covered by the EU accession negotiations.

Eligibility

  • Contest participants: public organizations, think tanks, unions, associations, societies and other associations registered in accordance with Ukrainian legislation as non-profit or charitable organizations.
