The UNDP Lebanese Electoral Assistance and Parliament Support Project (LEAPS) aims to enhance the efficiency, transparency, and inclusiveness of Lebanon’s electoral process by supporting effective electoral management, improved legislation, and broader public participation.

The project focuses on enhanced efficiency, transparency and inclusiveness of the electoral management and administration through improved institutional capacity and legislative reforms; strengthened institutional capacity of the SCE to perform its mandate and attributions in a sustainable and independent manner; effectiveness and transparency of the EDR mechanism enhanced through technical assistance to the Constitutional Council; inclusiveness and participation of vulnerable and marginalized groups in the electoral processes enhanced; and strengthened institutional capacity of the parliament to function, debate and adopt key reform legislation.

The total allocated budget for the implementation of these activities is USD 36,000 excluding 11% VAT, or USD 39,960 including VAT, covering a five-month implementation period starting from the signature of the Responsible Party Agreement (RPA).

To advance these goals, UNDP is seeking the engagement of a qualified NGO to support activities promoting women and youth political participation. Working under the supervision of the UNDP LEAPS Project CTA/Project Manager and in coordination with project staff, the selected NGO will ensure that data and insights related to women and youth involvement in elections are integrated into various project interventions.

The scope of work is organized into four main tasks. The first task is to develop and design an interactive learning module for awareness sessions, aimed at enhancing participants’ understanding of civic engagement and electoral participation. The second task involves organizing and facilitating ten awareness sessions across Lebanon to engage communities directly. The third task focuses on designing and implementing a social media awareness campaign dedicated to promoting women and youth participation in political processes. Finally, the fourth task entails conducting a closing ceremony to share outcomes and reinforce project impact.

Eligibility

Eligible NGOs or CSOs must demonstrate at least five years of relevant experience in implementing civic engagement, voter education, and awareness campaigns focused on youth and women’s political participation. They should also have completed a minimum of three projects involving the design and delivery of interactive learning modules, workshops, and social media campaigns, and have at least two prior collaborations with UN agencies or international organizations, each valued at approximately USD 90,000 or more.
