The United Nations Development Programme is seeking a qualified non-governmental organization to implement social and cultural engagement activities aimed at transforming social norms and promoting gender awareness within the framework of the Women and Medium Enterprises Empowerment (EWASME) Program.

The objectives of this mission are to engage communities in advocacy campaigns and dialogues to transform social norms that limit women's economic participation, including access to land and productive resources, and to raise awareness and promote inclusive dialogue on gender equality and harmful social norms that limit women's full and effective participation in economic, social, and political life, particularly in leadership roles, decision-making positions, and access to productive resources such as land, finance, and services.

The EWASME program, co-financed by the Islamic Development Bank and the Women Entrepreneurs Finance Initiative, focuses on developing women-owned small and medium-sized enterprises in the rice value chain. In Niger, the project specifically targets the regions of Niamey, Dosso, and Tillabéry. By the year 2026, the project intends to support a total of 310 businesses in the country, adding 153 new enterprises to the existing cohort.

The amounts of the proposals must not exceed USD 100,000. The mission will last twelve (12) months from the date of signature of the agreement partnership with UNDP.

The selected NGO will be responsible for a comprehensive scope of work that includes diagnosing social challenges and designing community awareness campaigns. These efforts will involve facilitating structured dialogues with traditional, religious, and community leaders to foster an environment conducive to women-led businesses. Communication strategies will utilize diverse tools such as community theatre, radio programs, infographics, and posters to challenge harmful stereotypes.

The mandate also includes organizing training sessions on gender equality and economic empowerment for stakeholders including women, youth, and local authorities. The partner must monitor changes in community attitudes over time to assess impact and provide strategic recommendations based on lessons learned. A dedicated project team consisting of at least three technical experts, including a team leader and a gender and social inclusion expert, must be established for the twelve-month duration of the contract.

Eligibility

Eligible organizations must be legally registered with at least five years of experience in gender equality, community mobilization, and rural development. Applicants are required to submit a technical proposal detailing their methodology, CVs for the key personnel, and a financial proposal covering all mission-related costs. Evaluation will be conducted based on a combined score, with the technical proposal weighted at seventy percent and the financial proposal at thirty percent.
