UN Women is inviting proposals for a proponent organisation to design and implement a project to build capacities of all key stakeholders, including not limited to women workers, management, government, small scale farmers, associations and private sector on enhancing women’s health, wellbeing and safety in the textile sector in Tamil Nadu and Delhi NCR and cotton sector in Rajasthan.

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women, men and diverse genders as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

All human development and human rights issues involve gender dimensions. UN Women globally focuses on key priority areas that are fundamental to women’s equality, and that can unlock progress across the board. UN Women’s priority areas include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, engaging in all aspects of women peace and security processes, making gender equality central to national planning and budgeting through Gender Responsive Budgeting (GRB) and advancing gender in intergovernmental processes.

UN Women India Country Office is currently implementing a programme in five states to forge and strengthen multi-stakeholder partnerships in the tea, spice, cotton and textile sector to improve the overall health, wellness, and safety of women in the tea, spice, cotton, and textile sectors. The programme also aims to collaborate with local governments and community organizations to strengthen the capacities of women and men as agents of change, ensuring sustainable practices and coordinating efforts in the prevention of violence against women.

  • The budget range for this proposal should be [INR I,41,80,000- 1,46,88,000]

Eligible Activities
  • Textile sector: 

    • Community Engagement

      • Reaching at least 10,000 community members in and around 15 textile factory locations (Delhi NCR & Tamil Nadu)

      • Design and implement community engagement interventions like roadshows, cycle races, sports, puppetry, folk festival etc on health, wellness and safety reaching a minimum of 10,000 community members. 

      • Amplify the mass campaigns at the project locations initiated and launched by UN Women in the districts through social media, local media and on-ground activities in the implementation sites

    • Outreach Engagement On Health, Wellness and Safety 

      • Capacity development of 8000 workers and management personnel in the select factories in above locations. 

      • Enhance existing mechanisms and multi-stakeholder platforms to bring relevant stakeholders at local level (management, local level government, associations etc.) to discuss on health, wellness and safety of women workers in textile sector

      • Directly reach a minimum 8,000 women workers and small-scale farmers in 15 identified factories in Tamil Nadu and Delhi NCR on health, wellness and safety with a clear and defined means of verification process for the women workers reached through the initiative with age and gender disaggregation.

    • Deep Dive Engagement 

      • Capacity development of at least 600 women workers and 200 men and boys as Gender Equality Champions.

      • Capacity enhancement of at least 150 supervisors/ junior management personnel on health, wellness and safety of women.

      • Training of all presiding officers of Internal Committee on Safety at work in 15 factories in above locations 

      • Identify and capacitate minimum 600 women workers, 200 men and boys and 150 supervisors and junior management personnel to be Gender Equality Champions in the 15 factories

      • Training of all Presiding Officers of Internal Committee in 15 factories 

  • Cotton Sector

    • Capacity development of minimum 1000 women agricultural workers and small-scale farmers on health, wellness and safety in the districts of Hanumangarh and Ganganagar in Rajasthan. 

    • Multi-stakeholder meetings at district level bringing with relevant stakeholders on health, wellness and safety.

Services Required/Results 
  • In this context, UN Women seeks the services of a proponent organisation to design and implement a project to build capacities of all key stakeholders, including not limited to women workers, management, government, small scale farmers, associations and private sector on enhancing women’s health, wellbeing and safety in the textile sector in Tamil Nadu and Delhi NCR and cotton sector in Rajasthan. 

  • The proponent organization is expected to implement programme activities with women workers and management in:

    • 15 factories in Tamil Nadu and Delhi NCR for textile sector. The factories would be identified by UN Women. 

    • 2 districts (Hanumangarh and Ganganagar) in Rajasthan for cotton sector. 

Eligibility

  • Organizational experience and competencies:

    • The organization must have a minimum 5 years of experience in programme design and implementation

    • The organization must have a minimum 5 years of experience in training and capacity building. 

    • Demonstrated experience of working in textile sector. Additionally, experience on working with women agricultural workers and farmers in cotton sector is preferred. 

    • Demonstrated experience of having partnerships with grassroots organizations or worked in the select programme states or similar geographies on the issue of health, safety, wellness with a survivor centric approach.

    • The eligibility of the sub partners identified by the proponent organization for subletting tasks should be in compliance with the TOR and the implementation through sub partners will be sole responsibility of the proponent organization.

    • Demonstrated experience in building safety audit programmes from a gender perspective is an asset.

  • Qualifications and Competencies of Team Leader: 

    • The team manager must have minimum 10 years of experience at the National level working with the development and implementation of gender responsive programmes.

    • Minimum 7 years of experience in leading action research, hands-on experience on monitoring/evaluation of projects, 

    • Master’s or higher degree in social sciences, human rights, gender/women's studies, international development, or a related field is required

    • Good command over English is a must.

  • Qualifications and Competencies of Team Members:

    • Team members must have a minimum of 3 years’ experience in coordinating projects and/or capacity building preferably on Gender Equality and Women Empowerment 

    • One of the team members should have demonstrated experience in process documentation 

    • Master’s degree in social sciences, human rights, gender/women's studies, international development, or a related field is required.

    • Good command over English is a must.

    • Knowledge of Hindi and Tamil is an asset
