The European Commission is seeking applications for the EU-Ghana Youth Empowerment Programme to empower young people to contribute to the achievement of the Sustainable Development Goals (SDGs) in Ghana.

The EU Delegation to Ghana translated the EU overarching framework and priorities into the EU Ghana Youth Strategy and Action Plan (2021-2027). In alignment with the EU Youth Action Plan and the National Youth Policy (2022-2032), the EU Delegation aims to empower and equip young people and youth-led organisations with necessary skills and resources to address the challenges faced by their communities and the country as a whole. In addition to the EU-Ghana Youth Empowerment Programme, other several initiatives are contributing to the implementation of the EU Ghana Youth Action Plan. In 2023, the EU Delegation organised a Youth Engagement Initiative, a nationwide youth consultation on the EU-Ghana partnership. More recently, the EU Delegation committed to enhance institutional youth engagement by setting up the first EU Youth Sounding Board Ghana, a youth advisory structure to promote young people’s involvement in the design, implementation and monitoring of EU external policies and actions. 

This Call for proposals is also based on the Joint Programming Ghana 2021-2027, which mainstream youth empowerment and support to civil society throughout its priority areas. Support measures in favour of Civil Society will contribute to promote civil society as a catalyst for development through active citizen participation, as well as to increase civil society’s participation in the formulation and implementation of government policies and programmes in Ghana. The Call for Proposals is also built taking into account the Roadmap for European Union’s engagement with Civil Society in Ghana 2021-2024.

Objectives
  • The specific objectives of this call for proposals are:

    • SO (1): To enhance youth civil society’s engagement in public affair by strengthening individual and collective capacities of youth-led and youth-focused organizations.

    • SO (2): To increase opportunities for young individuals in Ghana to act as leadersfor sustainable development at social, economic, cultural and political level.

Funding Information
  • The overall indicative amount made available under this call for proposals is EUR 2,610,000. The contracting authority reserves the right not to award all available funds.

  • Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

    • minimum amount: EUR 2,500,000

    • maximum amount: EUR 2,610,000 

  • Duration: The initial planned duration of an action may not be lower than 32 months nor exceed 40 months.

Outputs
  • Outputs contributing to specific objective 1:

    • Capacity building of youth-led and youth-focused Civil Society Organisations tailored on their needs, including in management, communication, fundraising, coordination, networking, financial accountability, policy dialogue and advocacy.

    • Youth organisations are provided with the necessary financial resources (financial support to third parties) to implement projects and activities to contribute to sustainable development and drive positive change in their communities.

  • Outputs contributing to specific objective 2:

    • Comprehensive programmes empowering social entrepreneurs7 and change-makers, including youth incubators for social change, which aims at providing young leaders and entrepreneurs with the necessary skills and resources to develop their ideas and social initiatives from planning to implementation are supported.

Eligibility

  • In order to be eligible for a grant, the lead applicant must:

    • be a legal person and

    • be non-profit-making and

    • be a specific type of organisation such as: non-governmental organisation, internation (intergovernmental) organisation as defined by Article 156 of the EU Financial Regulation and

    • be established in Ghana or a Member State of the European Union. This obligation does not apply to international organisations and

    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and

    • be registered in Ghana by an instrument governed by the national law of Ghana and with an office located in Ghana and

    • have a minimum of three years documented experience implementing projects in relation to the specific priorities of the call for proposals.

  • The lead applicant must involve at least one Ghanaian youth organisation operating in Ghana at national or local level as a co-applicant.
