The Foreign, Commonwealth and Development Office is inviting applications for its Building Peace and Stability in Iraq Programme to support the reintegration of internally displaced persons and returnees from Northeast Syria in areas of return.
This programme focuses on climate change, disabilities, empowerment and accountability, girls and women, livelihoods and peace and access to justice. The programme is run by the International Organization for Migration along with six local NGOs overseen by the International Rescue Committee, providing peacebuilding, social cohesion, legal and livelihood support, small community infrastructure work, and policy and capacity-building efforts, while also supporting the Durable Solutions Advisor to the Resident Coordinator.
Building Peace and Stability in Iraq with the IRC-led component centred on constructive dialogue and engagement where community groups identify specific drivers of conflict, promote social cohesion and reduce discrimination, alongside supporting access to justice and durable solutions for people impacted by displacement and strengthening policy advocacy and institutional reforms.
Under the IOM component, displacement-affected areas are reassessed using community-informed approaches to support peaceful reintegration, while barriers to durable solutions are addressed through quick impact projects, improved housing and livelihood options, and evidence building, alongside efforts to strengthen civil society and community cohesion through greater capacity and inclusive dialogue spaces.
The available funding for FY 2026/27 is valued at up to £1.6 million, with up to 55 per cent allocated for the lead organisation’s support costs and direct programme delivery, while the remainder will support local downstream partners. There is potential for the grant to be extended for an additional two years, subject to future budget allocations.
Eligibility
FCDO is inviting bids from organisations to take over management of the component currently delivered by IRC and the group of six local downstream NGOs. Eligible applicants must be legally registered in Iraq, be international not-for-profit organisations, have demonstrable experience managing local NGO partners, be willing to undergo due diligence and comply with FCDO accountable grant requirements and be prepared to meet quarterly narrative, financial and risk reporting obligations, including consolidated updates on downstream partner progress.
Organisations should also have a strong track record in durable solutions and reintegration programming for internally displaced persons and returnees from Northeast Syria in Iraq and in building the capacity of local NGOs or civil society partners.
The selected organisation will be expected to maintain the momentum and partnerships built over three phases of BPSI delivery and work with existing downstream partners, while also having the option to propose new partnerships or revised approaches.
Applications must follow the provided technical and financial templates, with proposals due by midnight Iraq time on 22 December 2025, followed by a structured assessment, partner discussions, due diligence and finalisation of the accountable grant before the project start date of 22 March 2026.
