The Open Contracting Partnership and Hivos are seeking action research partners to contribute to more effective procurement to address the COVID-19 pandemic.
This would include projects to collect and analyze data related to emergency procurement (and other relevant datasets) with the objective of improving efficiency, effectiveness, fairness, integrity, and/or equity.
The expected deliverables of these research projects include:
- Relevant data collected
- Methodology
- Summary of research findings and actionable recommendations
Open Contracting Partnership and Hivos can provide the following support:
- Data Collection
- Data Analysis
- Communications and advocacy support

Research grants of 3000 USD upon completion of deliverables.
Eligibility Criteria
Organizations or individuals from any country are eligible to apply.
Timeline
Time is of the essence in this type of action research project, therefore they hope that they will be able to move quickly with:
- Data collection template finalized by mid-May
- Methodology finalized by June
- Analysis & recommendations finalized by July
Projects will be selected on a rolling basis.
Application
- Please submit a short document (5 pages max) outlining:
- the research questions you will explore,
- how you will approach data collection,
- the methodology you want to pursue,
- how you intend to make your findings actionable,
- and what measurable impact you would hope could be achieved if your recommendations are implemented.
- Please also summarize and cite a similar research project that resulted in actionable policy recommendations (and subsequent resulting reforms if relevant).
