The European Commission (EC) is calling for proposals to support structured dialogue at national or regional level on public procurement in the health sector - HERA.
Objectives pursued
The proposed action supports Member States in organising a thorough assessment of public procurement in the health sector at national and/or regional level by way of collective intelligence.
Description of the activities to be funded under this topic
This assessment should be organised by relevant national/regional stakeholders that will involve interested Member States’ authorities. The assessment will be organised in working themes that will facilitate exchanges and will collect and analyse the information and data provided. Working sessions and conferences will be organised in Member States that require this support in the preparation of the national or regional procurement strategy. A European conference will be organised in order to inform Member States on the recommendations provided, including on good practices and will encourage further exchange of experience.
Project budgets (maximum grant amount) can be up to EUR 5 000 000, but this does not preclude the submission/selection of proposals requesting other amounts.
Projects should normally range between 12 and 18 months (extensions are possible, if duly justified and through an amendment).
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
be legal entities (public or private bodies)
be established in one of the eligible countries, i.e.:
EU Member States (including overseas countries and territories (OCTs))
eligible non-EU countries:
listed EEA countries and countries associated to the EU4Health Programme or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature
