Grants to End Violence against Women and Girls Activity in Egypt

About

The United States Agency for International Development’s Mission in Egypt (USAID/Egypt) is seeking applications for a Cooperative Agreement from qualified entities to implement the Ending Violence against Women and Girls Activity.

Goals
  • Ending violence against women and girls requires multi-faceted responses and commitment from all stakeholders, including government, public international organizations, civil society, religious and community leaders, academic institutions, and other citizens. The term Violence against Women and Girls includes female genital mutilation and/or cutting, child, early and forced marriage and seasonal marriage as a form of trafficking in persons.

  • To achieve the overarching goal of working to end violence against women and girls, the Ending Violence against Women and Girls Activity will focus on two approaches:

    • prevention by supporting positive social norm change to end violence against women and girls through local and national outreach efforts; promoting targeted community-led initiatives and strengthening the implementation of legal and policy framework criminalizing violence against women and girls, and

    • response by expanding access to quality integrated violence against women and girls services and responsive interventions such as medical, psycho-social, and legal support through building the capacity of first responders and supporting an integrated referral mechanism for all victims of violence against women and girls.

    • The Activity responds to the U.S. Government’s and the Government of Egypt’s (GOE) shared policy priorities on gender equality and female empowerment.

  • Award Floor: $14,000,000

  • Duration: The anticipated period of performance is five years. The estimated start date will be June 15, 2023.

Eligible Activities
  • Violence against women and girls is a multi-sectoral issue that will benefit from integration into health and education sector activities. Notably, there is a growing recognition in Egypt of the magnitude and impact of violence and of the need to strengthen the response across sectors. The Activity will improve the capacity of stakeholders and sectors of society to address these challenges and participate in decision-making to advance women’s and girls’ rights. The Activity will also provide effective strategies to promote positive social norm change to end violence against women and girls through local and national outreach efforts. It will increase access to and strengthen support for referral systems and integrated services for survivors, including access to medical, psycho-social, and legal support, access to productive resources, shelter, reintegration, and follow-up.

  • The theory of change for this Activity is:

    • If positive social norm change to end violence against and trafficking of women and girls are encouraged through local and national outreach efforts, and if laws and policies to end all forms of violence against women and girls

    • including female genital mutilation and/or cutting and child early and forced marriage, and seasonal marriage as a form of Trafficking in Persons

    • are effectively implemented and enforced by government with public support, and if the quality and accessibility of support services are strengthened, then the prevalence of violence against women and girls will be reduced and women and girls will be more empowered to participate in social and economic life.

Eligibility :
  • Eligibility for this NOFO is not restricted. USAID/Egypt welcomes applications from organizations that have not previously received financial assistance from USAID.

Other

  • A critical component of this NOFO is co-creation, collaboration and communication processes. USAID seeks extensive robust communication with the apparently successful applicant and subs. USAID anticipates that robust discussions may include highly specific, detailed activity design discussions with the prospective award recipient and subs.

  • USAID/Egypt anticipates inviting the apparent successful applicant to a co-creation workshop to co-design the Program Description of the Ending Violence against Women and Girls Activity with other key stakeholders. USAID/Egypt also anticipates that GOE officials, public international organizations, local entities, the private sector, academia, development partners and other stakeholders are likely to be involved in the co-creation workshop. At this time, USAID/Egypt believes any co-creation, collaboration and communication will be in-person, but USAID/Egypt reserves the right to hold virtual processes.
