About

The United States Agency for International Development (USAID) through its Mission in Iraq (USAID/Iraq) seeks applications from eligible applicants to implement the Iraq Civil Society Activity.

Objectives
  • The USAID funded Iraq Civil Society Activity will increase citizen engagement in the public sphere, especially among women and youth, while supporting civil society organizations (CSOs) to connect to and empower citizens and other CSOs. The expected activity result is a relevant, active, resilient, and inclusive civil society sector that more effectively fosters change towards an increasingly equitable and democratic Iraq.

  • The Iraq Civil Society Activity (“The Activity”) has three main objectives:

    • Objective 1: Increase the engagement and agency of citizens, especially women and youth, to actively contribute to positive change on shared citizen-identified priorities, as well as on priority sectors, including climate change mitigation and adaptation, and gender and youth inclusion.

    • Objective 2: Increase sustainability and resilience of civil society organizations (CSOs) to represent citizens’ interests and advance community-led development.

    • Objective 3: Strengthen a public sphere that fosters the active and inclusive participation of civil society in public discourse and citizen-driven change, including among marginalized groups.

Funding Information
  • Subject to the availability of funding and at the discretion of the Agency, USAID/Iraq intends to provide $25,000,000 in total USAID funding and anticipates supporting one (1) Cooperative Agreement over the course of five (5) years pursuant to this notice of funding opportunity. USAID anticipates an initial obligation of $7.5M for approximately 18 months of implementation.

Expected Result
  • Expected Activity Level Results:

    • CSOs hold local decision-makers accountable through new and creative approaches that mobilize citizen engagement.

    • CSOs effectively aggregate and advocate for the interests and needs of all citizens.

    • Formal and informal organizations are able to advocate effectively to create positive change on behalf of their constituents.

    • Increased women’s participation in civil society, and the amplification of their voices.

    • Increased participation of targeted marginalized groups in civil society.

    • Greater public understanding of the role of civil society and CSOs in democratic governance.

    • Credibility of CSOs increased among citizens. USAID/Iraq will request applications from potential recipients in which they describe a resultsoriented set of interventions that they propose to perform in support of achievement of the Objectives.

Eligibility :
  • Eligibility for this NOFO is unrestricted, except that individuals and government entities are not eligible.

  • The Applicant must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful Applicant(s) will be subject to a positive risk assessment by the Agreement Officer (AO).

  • A positive risk assessment means that the applicant possesses or has the ability to obtain the necessary management competence to plan and carry out the assistance program to be funded, and that the applicant will practice mutually agreed upon methods of accountability for funds and other assets provided by USAID.
