Honduras: Expanding Partnerships and Advancing Localization Annual Program

About

The U.S Agency for International Development (USAID) Honduras invites concepts from a wide variety of local actors for assistance awards that advance localization.

This Localization Annual Program Statement (APS) will facilitate partnerships with local organizations to advance the implementation of the Mission’s Country Development Cooperation Strategy (CDCS) and the Root Causes Strategy in Honduras. USAID/Honduras will engage, strengthen, and fund local organizations to address priorities in economic growth, education, citizen security, and democracy and governance.

"Localization" at USAID is defined as intentional changes to their policies, processes, staffing and funding decisions to support partnerships and programs that equitably empower local actors, strengthen local systems, and facilitate local leadership so that development and humanitarian assistance is more effective and sustainable. To integrate localization three mutually-reinforcing practices are required:

  • Local actors set their own development agendas;

  • Improved development and humanitarian results by strengthening system performance by developing local capacities; and

  • Support local actors to achieve their own mission; take action to design and implement equitable responses to local challenges; learn, adapt, innovate, and transform over time.

  • Award Floor: $2,000,000

Eligibility :

When determining if an entity is eligible for the purposes of this APS, USAID will consider:

  • Whether the entity is legally organized under the laws of the host country;

  • Whether the entity has its principal place of business or operations in the host country;

  • Whether the entity is majority owned by individuals who are citizens or lawful permanent residents of the host country; and

  • Whether the entity is managed by a governing body, the majority of whom are citizens or lawful permanent residents of the host country.
