The International Fund for Agricultural Development (IFAD) Call for Proposals 2026 in Senegal seeks innovative partnerships to advance rural development through financial inclusion, diaspora investment, and climate-resilient economic growth. The programme focuses on strengthening the financial and climate resilience of rural populations by improving access to digital remittances, savings, credit, insurance, and other financial services, while mobilizing diaspora investment to support rural MSMEs and agricultural value chains. It also promotes climate adaptation, sustainable rural economic development, and employment generation through the productive use of remittances and diaspora resources. The initiative primarily targets Senegalese households receiving international remittances in rural and peri-urban areas, with particular emphasis on women and youth, as well as Senegalese diaspora communities in Europe interested in supporting or investing in their communities of origin. The programme includes two implementation windows: one dedicated to scaling remittance-linked financial inclusion and diaspora investment ecosystems, and another focused on directing remittances and diaspora investments toward climate adaptation, sustainable technologies, and resilience-building practices. Selected projects will receive grants ranging from €150,000 to €400,000, with implementation periods of 10 to 24 months. All activities and results must be completed by June 2028.

The call is open to a broad range of private sector and non-profit organizations with the capacity to contribute to digital remittance systems, diaspora investment initiatives, and rural development in Senegal. Eligible applicants include financial institutions, fintech companies, mobile network operators, microfinance institutions, diaspora networks, NGOs, investment funds, and other relevant entities. Applicants should demonstrate technical expertise, operational capacity, and the ability to implement innovative and scalable solutions that support financial inclusion, diaspora engagement, climate resilience, and sustainable rural economic development. Proposals will be assessed based on their relevance to the programme objectives, potential impact on target beneficiaries, feasibility, innovation, and contribution to strengthening rural livelihoods and resilience.
