Funding for Economic Transformation in Conflict- and Migration-Prone Regions of Ethiopia

The European Commission has launched a funding opportunity to promote sustainable and durable solutions for forcibly displaced populations and host communities in Ethiopia. The programme seeks to strengthen socio-economic inclusion while enhancing the policy and institutional environment that supports refugees, internally displaced persons (IDPs), IDP returnees, and affected host communities. Activities will be implemented in conflict- and displacement-affected regions, including Somali, Benishangul-Gumuz, Gambella, and Tigray. The action focuses on two key objectives: advancing economic transformation in conflict- and migration-prone areas through a Market Systems Development approach, and strengthening policies and programmes that support durable solutions for IDPs through return, local integration, or settlement elsewhere. Eligible activities may include strengthening inclusive and resilient market systems and value chains, expanding access to finance and enterprise development, promoting employment opportunities, improving policy coordination and data systems, supporting evidence generation, building community-level capacities, and advancing sustainable financing mechanisms for durable solutions. The total indicative budget for the call is EUR 9,000,000, and one grant of exactly EUR 9,000,000 (approximately USD 9.72 million) will be awarded for the implementation of the proposed action.

Applicants must be legal entities operating on a non-profit basis and may include civil society organisations, public sector operators, or international/inter-governmental organisations. Applicants must be established in an EU Member State, Ethiopia, or another eligible country in accordance with Article 28 of Regulation (EU) No. 2021/947. International organisations are exempt from the establishment requirement. Applicants must be directly responsible for the preparation, management, and implementation of the proposed action and demonstrate the operational capacity to deliver programme objectives effectively. Proposals will be assessed based on their contribution to sustainable socio-economic inclusion, support for durable solutions for displacement-affected populations, relevance to the target regions and beneficiaries, and alignment with the programme’s strategic objectives and priorities.
