CFAs: ROOTS Zambia - Rights, Oversight and Transparency for Zambia's Sustainable Development Program
من نحن
ROOTS Zambia - Rights, Oversight and Transparency for Zambia's Sustainable Development, offered by the European Commission, provides project grants to civil society organisations and local communities working to strengthen meaningful participation, accountability and transparency in Zambia's development, policy and investment processes.
Zambia’s development prospects are closely linked to major investments in minerals, energy, transport and agriculture, but communities and civil society organisations often have limited influence over decisions that affect land, livelihoods and local benefits. This call responds to the need for stronger, coordinated civil society participation as investment plans and projects take shape.
Projects must contribute to inclusive and accountable governance in Zambia by strengthening civil society organisations’ and local communities’ participation in development, policy reform, accountability, transparency and investment processes. Proposals must apply under one of two lots and address that lot’s objectives and at least one priority.
Lot 1 supports civil society participation across critical raw materials, energy and climate transition, sustainable transport and connectivity, and sustainable agriculture and agro-industrialisation. Its priorities include protecting civic space, strengthening local organisations, advancing community-led safeguards for land, livelihoods and the environment, and building civil society networks for collective advocacy. Lot 2 focuses on strengthening Zambian civil society organisations’ engagement with mining-affected communities and extractive-sector governance, including revenue accountability, community participation and coordinated advocacy.

Eligible grants are EUR 1,600,000–2,400,000 for Lot 1 and EUR 2,000,000 for Lot 2, from an overall indicative call budget of EUR 6,830,000. The requested grant must cover 75%–95% of total eligible action costs. Lot 1 must allocate at least 35% of its grant budget to financial support for third parties; the maximum support per third party is EUR 60,000, unless achieving the action’s objectives would otherwise be impossible or overly difficult.
Actions must run for 36–48 months under Lot 1 or 36–42 months under Lot 2. They must be implemented in Zambia in Central, Copperbelt, Luapula, Lusaka or North-Western Province. Lot 2 proposals must select one province as the primary implementation area; Lot 1 may cover one or a combination of the listed provinces.
Lead applicants must be legal, non-profit civil society organisations established in Zambia, an EU Member State or another country eligible under the stated EU instrument rules. A Zambian lead applicant must have at least one eligible co-applicant; a non-Zambian lead applicant must have at least one co-applicant established in Zambia. Local authorities may also apply as co-applicants under Lot 1.
