The World Food Programme (WFP) is seeking partners to support targeting and beneficiary identification activities that enhance the effectiveness, transparency, and accountability of food security assistance in Khartoum, Sudan. The initiative responds to Sudan’s ongoing food and nutrition crisis, driven by conflict, economic instability, displacement, and reduced agricultural production, which have left millions of people facing acute food insecurity and widespread malnutrition. Through this call, WFP aims to strengthen evidence-based targeting processes to ensure assistance reaches the most vulnerable populations. Supported activities include beneficiary identification, prioritization and verification, food security assessments, vulnerability and food security data collection at the locality level, activation of community feedback mechanisms, data management, and accountability-focused outreach. The program seeks to improve the accuracy and fairness of assistance delivery, strengthen community trust, reduce inclusion and exclusion errors, and build local capacity for evidence-based targeting. Eligible applicants are qualified organizations with proven capacity to implement transparent, rigorous, and conflict-sensitive targeting activities in humanitarian contexts. Applicants should demonstrate experience in beneficiary identification and verification, food security and vulnerability assessments, community engagement and accountability mechanisms, data collection and management, and evidence-based programming. Organizations must possess the operational capacity to work effectively in complex and conflict-affected environments while coordinating closely with WFP and relevant stakeholders. Proposals will be evaluated based on technical expertise, ability to deliver accurate and fair targeting processes, effectiveness of accountability and feedback mechanisms, quality of data management systems, experience in food security programming, and capacity to adapt interventions to evolving humanitarian and operational conditions.
