Temporary Relocation Programme for At-Risk Artists and Cultural Actors

The Temporary Relocation Programme (TRP) provides support to artists and cultural actors at risk, enabling them to continue their artistic and cultural work in a safer environment through collaboration with host organisations in Germany. The programme prioritises individuals committed to values of openness, freedom, peace, democracy, and non-discrimination, who face restrictions or threats from state or non-state actors due to their work or circumstances.
Funding covers a monthly scholarship, resources for artistic and cultural projects, insurance, psychosocial support, language courses, training, networking activities, and counselling by the Martin Roth-Initiative. Additional support includes personnel costs directly linked to the project, visa assistance, and opportunities for exchange with other scholarship holders and host organisations. The scholarship visa does not automatically permit employment or self-employment in Germany.

Applicants must be artists or cultural actors with demonstrable activity and proven artistic, cultural, or social relevance. They must remain active in their country of origin or have left only recently (after 20 February 2026), or be unsafe in their current location. Candidates must not have access to a safe abode through dual citizenship, permanent residency, or national/humanitarian visas, and must possess sufficient knowledge of English or German. All criteria must be met. Hobby artists and those engaged solely in private artistic activities are not eligible.
Citizens of EU member states, EEA countries, Australia, Canada, Israel, New Zealand, Switzerland, the United Kingdom, and the United States are excluded, as are previous MRI scholarship recipients (except Fast-Track recipients). Applications from persons currently in Gaza cannot be accepted.
Eligible host organisations include non-profit museums, theatres, festivals, cultural collectives, socially relevant organisations, and NGOs legally registered as associations or non-profit GmbHs. They must not pursue economic interests through the project, must provide documentation for non-profit audits, and should have experience with public funding or be prepared to comply with the Federal Budget Code. Host organisations must be capable of managing residencies and addressing both digital and physical security needs.
