Call for Proposals: Strengthening Civil Society and Local Governance in Zimbabwe

The European Commission invites proposals under its 2026 programme to strengthen civil society engagement in good governance and sustainable local economic development in Zimbabwe. The initiative aims to enhance citizen participation in local governance processes, promote inclusive and transparent decision-making, and improve accountability and service delivery. It supports equitable access to justice at the local level, including legal aid services for women, youth, and persons with disabilities, while fostering collaboration between civil society organizations and national institutions to address governance and economic challenges.

Aligned with Zimbabwe’s National Development Strategy and the EU Multi-Annual Indicative Programme, the call contributes to good governance, citizens’ rights, social recovery, human development, and green economic growth. It also reflects the Global Gateway Strategy by promoting climate-smart agriculture, value chain development, and empowerment of women- and youth-led enterprises. Proposals are expected to deliver innovative, citizen-led approaches to local planning, oversight, and advocacy, while strengthening engagement with Parliament, ministries, and independent commissions. Special emphasis is placed on legal aid services that address land rights, economic opportunities, and barriers to participation in local economies.

The total indicative allocation is EUR 6,000,000, distributed across two geographic lots. Grants range from EUR 1,000,000 to EUR 3,000,000, with flexibility for partial or full allocation depending on selected proposals.

معايير القبول

Eligible applicants are non-profit non-governmental organizations legally established in Zimbabwe, EU Member States, or other countries permitted under NDICI-GE regulations. Lead applicants must be directly responsible for project design and management, without acting as intermediaries. Proposals should demonstrate inclusive consultation and co-creation with community-based and youth-led organizations, and collaboration between governance-focused and agriculture-focused civil society actors. Evaluation will consider organizational capacity, relevance to programme objectives, and the ability to deliver innovative, contextually appropriate solutions that strengthen governance and local economic development.
