GEF Small Grants Programme Call for Letters of Inquiry (Turkmenistan)
من نحن
The GEF Small Grants Programme (GEF SGP), implemented in Turkmenistan by the Critical Ecosystem Partnership Fund (CEPF), invites proposals that support biodiversity conservation and related environmental priorities in line with the national country strategy. Under its eighth operational phase (OP8), running through 2028, the programme funds civil society-led initiatives that contribute to the biodiversity objectives of the Government of Turkmenistan. Priority projects must be implemented within the Balkan-Caspian-Ustyurt Landscape, Southern Mountain and Semi-Arid Landscape, or Wetland, Coastal and Desert Ecosystems, although eligible cross-cutting national initiatives may also be considered. Funding supports activities such as the conservation of priority species, habitats and freshwater ecosystems; ecosystem restoration and resilience-building; climate change adaptation and sustainable water management; sustainable livelihoods and community-based natural resource management; and initiatives that strengthen civil society capacity, institutional development, environmental awareness, and collaborative conservation efforts. Applicants may request grants of up to US$75,000, with final award amounts determined through negotiation. CEPF expects to award approximately US$695,000 through this funding round. Grants are disbursed in U.S. dollars through phased fixed payments, and all funded activities must be completed no later than 31 October 2028.
معايير القبول
Eligible applicants include public associations, enterprises of public organizations, and economic entities that are legally registered in Turkmenistan or can obtain legal registration before grant award. Applicants must possess an organizational bank account capable of receiving U.S. dollar transfers. State-owned enterprises and institutions may apply provided they demonstrate legal independence, authority to receive private funding, and compliance with sovereign-immunity requirements. Individuals are not eligible to apply directly and must partner with an eligible civil society organization. Organizations already implementing a GEF SGP grant under OP8 may not receive a second grant during the same operational phase. During proposal review, particular consideration will be given to women-led and youth-led organizations, as well as organizations working on issues affecting women and young people. Proposed projects must comply with programme funding restrictions, which prohibit support for activities involving child or forced labor, election financing, government employee salaries, weapons procurement, land acquisition, physical resettlement, damage to critical habitats, or the conversion and degradation of natural forests and other natural ecosystems. Vehicle purchases are discouraged and require formal approval.
