Call for Proposals: National NGO for Legal Aid Services in Greater Tripoli (Libya)

The United Nations Development Programme (UNDP) is seeking a national non-governmental organization (NGO) to design and implement a 12-month integrated legal aid intervention in Greater Tripoli, Libya. The initiative aims to improve access to justice for vulnerable populations through the provision of legal aid services, legal awareness activities, psychosocial support integration, and strengthened coordination among rule of law stakeholders. Activities may include legal consultation, mediation, referrals, community outreach and communication campaigns, initial mental health and psychosocial support (MHPSS) services and referrals, secure case management and data analysis, university-based internship programs, and capacity-building initiatives for local actors. The program encourages flexible service delivery models, including fixed service centers, mobile outreach, digital platforms, or hybrid approaches. Grant funding is available for projects of up to 12 months, with proposal budgets not exceeding USD 150,000.

Applicants must be national NGOs legally operating in Libya with a minimum of five years of relevant experience in implementing projects related to rule of law, access to justice, legal services, or capacity building. Organizations must demonstrate experience managing comparable programs within the past five years and possess proven expertise in psychosocial support, advocacy, community engagement, and collaboration with governmental, judicial, or legal institutions. Proposed project teams must include qualified personnel with expertise in legal aid, MHPSS, training, community outreach, and digital systems, supported by a clear staffing structure and management framework. During the evaluation process, consideration will be given to the applicant’s technical capacity, relevant organizational experience, quality of the proposed team, ability to deliver services through effective and accessible models, and capacity to ensure transparent reporting and coordination with UNDP and relevant stakeholders.
