The World Food Programme (WFP) invites qualified partners to support evidence-based targeting and beneficiary identification processes for food security interventions in East Darfur, Sudan. The initiative responds to the country's escalating food and nutrition crisis, where conflict, economic decline, and climate-related challenges have significantly increased vulnerability and reduced access to food. Through this partnership, WFP aims to strengthen transparent, accountable, and conflict-sensitive mechanisms for identifying, prioritizing, verifying, and supporting the most vulnerable households. Activities may include beneficiary targeting and verification exercises, community-based validation processes, food security assessments, data management and analysis, capacity strengthening, and the operation of feedback and grievance mechanisms. The program focuses on improving the accuracy and fairness of assistance delivery, enhancing accountability to affected populations, strengthening community trust, reducing inclusion and exclusion errors, and supporting evidence-driven decision making in East Darfur. No grant amount or project duration has been specified in the call.

Eligible applicants must demonstrate strong technical expertise in food security programming and a proven record of delivering high-quality humanitarian or development interventions. Organizations should possess effective project management and implementation capacities, maintain an operational presence in the target area, and demonstrate cost-effective approaches to program delivery. Experience working with United Nations agencies and coordinating within complex humanitarian contexts is considered an advantage. Proposals should clearly align with the objectives and expected results of the call, present realistic implementation plans and timelines, and adequately address operational access, security, and risk-management considerations. Evaluation will consider technical capacity, relevant experience, operational readiness, value for money, and the overall quality and relevance of the proposed approach.
