The Innovation Challenge invites grant applications to support locally led innovations that enhance resilience, protect ecosystems, and create sustainable livelihood opportunities across the Global South. The programme targets key thematic areas, including agriculture, nutrition and food security; urban resilience; disaster risk reduction; and information and technology, with a strong emphasis on addressing interconnected global risks such as climate change, pandemics, extreme weather events, economic instability, conflict, and food system disruptions. It supports bold, adaptive, and context-specific solutions that are capable of evolving in complex and dynamic environments, prioritising initiatives that strengthen community resilience, promote environmental sustainability, and foster inclusive economic development. The programme is structured around three thematic challenges: the Resilient Agriculture Innovations for Nature (RAIN) Rural Challenge, focusing on nature-positive agricultural practices; the Resilience Innovation in Informality through Scaling Entrepreneurship (RISE) Urban Challenge, supporting grassroots and enterprise-driven solutions in informal urban contexts; and the Technology for Evolving Challenges in Humanitarian Contexts (TECH)4Resilience Challenge, which promotes the use of artificial intelligence to enhance humanitarian preparedness and response. Selected applicants will receive grants of up to US$50,000 to support a 12-month implementation period in 2027, with outcomes to be announced at COP31.

The Innovation Challenge is open to both non-profit and for-profit organisations, including entrepreneurs and innovators, that demonstrate the capacity or strong potential to design and implement resilience-focused solutions. Applicants must be based in countries eligible for Official Development Assistance as defined by the OECD Development Assistance Committee (OECD-DAC). Proposals must clearly integrate considerations of gender equality, equity, and human rights, and demonstrate a commitment to “do no harm” to communities and the environment. The programme particularly encourages applications from organisations that actively engage and benefit women and youth, ensuring that these groups represent a majority of the populations served, while prioritising locally grounded, scalable, and impactful innovations that address multiple and overlapping vulnerabilities.
