CFAs: NGO for the implementation of Structuring and Capacity Building Program (Congo)

The United Nations Development Programme (UNDP) invites applications to support the establishment, structuring, and capacity strengthening of the Local Renewable Energy Committee (Comité Local de l’Énergie Renouvelable, CLE) in Kenge, Kwango Province, Democratic Republic of Congo. This initiative forms part of a broader energy access project funded primarily by KOICA and implemented in partnership with the Ministry of Hydraulic Resources and Electricity and international partners from 2025 to 2030. The project aims to improve access to reliable and sustainable energy through the installation of a solar photovoltaic power plant and mini-grid serving Kenge General Hospital, approximately 650 households and small businesses, and 15 public and social institutions. The selected organization will facilitate the creation and operationalization of the CLE to promote community ownership, participatory governance, accountability, and the long-term sustainability of the new energy infrastructure. Activities include stakeholder mapping; establishment of the committee through an inclusive electoral process; development of governance frameworks, operational tools, manuals, and awareness materials in French and relevant local languages; training on renewable energy management, energy budgeting, governance, and leadership; creation of dialogue mechanisms between users, operators, and public authorities; and ongoing coaching and capacity transfer. The assignment will be implemented over an initial 12-month period, with follow-up support extending over an additional 30 days distributed across three years. The intervention targets energy users, local institutions, community representatives, youth, women, civil society actors, local technicians, and private-sector stakeholders in Kenge, Kwango Province, Democratic Republic of Congo.

Applicants must be non-governmental organizations (NGOs) legally registered in the Democratic Republic of Congo or international organizations applying in formal partnership with a registered national NGO. Eligible organizations must demonstrate a minimum of five years of experience in community development, energy access, renewable energy, or related sectors, as well as sufficient administrative, financial, and operational capacity to manage and deliver the proposed activities. Applicants must not appear on any United Nations suspension, sanctions, or debarment lists and must submit all required legal, financial, and technical documentation specified in the call for proposals. Proposals will be assessed based on the applicant’s relevant experience, institutional capacity, technical approach, ability to facilitate inclusive community participation and governance processes, and capacity to deliver sustainable results that support the long-term management of the solar energy infrastructure.
