Call for Proposals: Strengthening Climate Resilience, Risk Management and Recovery Program

The Santiago Network Secretariat invites proposals for a technical assistance project aimed at strengthening climate resilience, recovery, and adaptation in Barbados and Grenada by enabling financial institutions to develop and deliver green and blue microfinance solutions for climate-vulnerable communities and micro, small, and medium enterprises (MSMEs). Implemented as a pilot initiative in partnership with the University of the West Indies (UWI) and key national stakeholders, the project seeks to enhance access to climate-responsive financial products that address loss and damage caused by climate change. The programme includes adapting and delivering a Caribbean-focused green and blue microfinance curriculum, developing and piloting climate-responsive financial products and operational tools, and institutionalizing climate finance training within UWI’s academic and professional systems to ensure long-term sustainability and regional impact. Target beneficiaries include MSMEs, women-led businesses, youth entrepreneurs, small-scale farmers and fishers, informal enterprises, persons with disabilities, and low-income households exposed to climate risks. The initiative is expected to improve access to financial services, support faster and more inclusive recovery from climate shocks, and build resilience across the financial sector and vulnerable communities. Grants of up to USD 430,000 are available for projects with an anticipated duration of 18 months, with applicants encouraged to demonstrate cost-effectiveness and provide co-financing or in-kind contributions where feasible.

Eligible applicants must be current Members of the Santiago Network or organizations that submit an Expression of Interest for membership before the proposal deadline and are subsequently admitted to the Network. Applicants must demonstrate a minimum of seven years of experience implementing projects related to climate change loss and damage in the Caribbean region, with experience in Barbados and Grenada considered an advantage. Eligible entities include international and national non-governmental organizations, community-based organizations, academic and research institutions, private sector companies, United Nations entities, and intergovernmental organizations. Proposals must be submitted in English through the UNOPS Grant+ platform and must address the complete scope of technical assistance outlined in the call. Applications will be assessed based on demonstrated technical expertise, relevant regional experience, capacity to deliver all required project components, implementation approach, partnership arrangements, and overall value for money. Projects receiving grants above USD 250,000 must include provision for an independent audit.
