Public Diplomacy Small Grants Program (Kuwait)

The U.S. Embassy Kuwait Public Diplomacy Section is inviting applications for its Small Grants Program to support projects that align with key U.S.-Kuwait partnership priorities.
The focus areas of the program include strengthening U.S. influence and countering malign actors, enhancing national security, and promoting economic prosperity and cooperation. Priority themes include education and cultural partnerships, media engagement, cybersecurity, trusted AI use, national security cooperation, entrepreneurship, energy security, critical infrastructure resilience, commercial cooperation, academic research, and regional integration. The program also supports activities such as academic and professional lectures, seminars, speaker programs, training for journalists and media professionals, independent studies by think tanks, artistic and cultural workshops, joint performances and exhibitions, and professional and academic exchanges.
Under Goal 1, the program aims to strengthen Kuwait’s alignment with the United States through education, cultural, media, and think tank partnerships. The initiative seeks to expand Kuwaiti reliance on U.S. educational institutions and expertise, support media campaigns that counter malign narratives, and encourage joint U.S.-Kuwaiti white papers that advance security, commercial, and strategic priorities.
Goal 2 focuses on enhancing national security by strengthening legal and institutional frameworks related to cybersecurity, emerging technologies, trusted AI use, and national security cooperation. The program seeks to improve understanding of cybersecurity, increase the adoption of trusted AI tools and U.S. best practices, and strengthen relationships between Kuwaiti and U.S. military, law enforcement, and cybersecurity professionals.
Goal 3 promotes economic prosperity and cooperation by expanding U.S.-Kuwait economic partnerships and supporting entrepreneurship, energy security, and infrastructure resilience. The initiative encourages collaboration on energy systems, increased joint ventures supporting American firms and trusted U.S. partners, and research papers or white papers that promote entrepreneurship and market-oriented reforms.
The grant program offers awards ranging from approximately $5,000 to $25,000. The total available funding is between $100,000 and $150,000, subject to the availability of funds. Projects may have a performance period ranging from 1 to 12 months.

Eligible applicants include Kuwait-based registered not-for-profit organizations, think tanks, civil society and non-governmental organizations, not-for-profit educational institutions, and individuals. Only Kuwait-registered organizations or Kuwait-based individual applicants are eligible to apply.
For-profit entities are not eligible for this funding opportunity. Organizations may work with subcontractors, but only one non-profit and non-governmental entity can serve as the primary recipient of the award, and the responsibilities of all participating entities must be clearly defined in the proposal.
