The International Organization for Migration (IOM) in Sudan, with support from USAID’s Bureau of Humanitarian Assistance (BHA), administers the Rapid Response Fund (RRF) to provide flexible and rapid humanitarian assistance for communities affected by sudden emergencies caused by natural or man‑made disasters. The fund supports emergency relief activities across key sectors including Shelter and Settlement (with shelter‑related non‑food items), Water, Sanitation and Hygiene (WASH), Health, Protection, and Humanitarian Coordination and Information Management.

The RRF enables humanitarian actors to access streamlined funding quickly, ensuring life‑saving responses in locations experiencing urgent crises throughout Sudan. Its objective is to address acute humanitarian needs among the most vulnerable populations impacted by new dimensions of ongoing crises, natural disasters, or conflict‑induced displacement. The mechanism is designed to respond to emergencies such as flooding, drought, or inter‑ and intra‑state conflict and violence that result in displacement, loss of assets, or heightened health risks.

Applicants may request up to USD 250,000 per project, with higher amounts considered under exceptional circumstances and clearly justified needs. Funding availability may vary by sector, and applicants are encouraged to confirm maximum allocations before submission. Projects must demonstrate immediate humanitarian impact, sector relevance, and feasibility of rapid implementation.

معايير القبول

Eligible applicants include humanitarian organizations registered with the Sudan Humanitarian Aid Commission—international NGOs at the federal level and national NGOs at the state level. Applicants must demonstrate current sector expertise, an established presence in the proposed implementation areas, and secure or rapidly obtain required technical agreements.

Organizations must have adequate staffing capacity, resources to begin immediate implementation while grants are processed, and the ability to submit strong project proposals that meet financial management standards. Compliance with monitoring, reporting, procurement restrictions, and eligible goods requirements is mandatory. Proposals will be screened against OFAC sanction lists and assessed for alignment with RRF Sudan Guidelines.

Applicants already receiving BHA funding should consult with BHA prior to applying to determine whether identified needs can be addressed through existing awards or whether the Rapid Response Fund is the appropriate mechanism.
