The United Nations Development Programme (UNDP) Senegal is seeking potential partnerships with national and international civil society organizations (CSOs) and non-governmental organizations (NGOs) to deliver legal assistance and governance support for detainees and persons deprived of liberty in Senegal. The initiative aims to strengthen access to justice, protect fundamental rights, and improve detention conditions in line with national and international standards, with a particular focus on women detainees. Through this Request for Information (RFI), UNDP seeks organizations capable of implementing activities related to legal and judicial assistance, governance support, rights protection, and gender-responsive interventions that enhance access to justice for vulnerable detainee populations across Senegal. The grant size and project duration have not been specified in the notice. Applications must be submitted through the UNDP Quantum Supplier Portal using the designated negotiation reference number.

Eligible applicants include national and international CSOs and NGOs with demonstrated expertise in legal and judicial assistance for detainees and persons deprived of liberty. Organizations must possess legal registration status, adequate operational and institutional capacity, sound financial management systems, and proven experience in legal assistance, governance programming, and gender-sensitive approaches. Applicants are required to submit supporting documentation validating their legal status, financial stability, technical qualifications, and relevant organizational experience. Evaluation will consider the organization’s demonstrated expertise, operational readiness, financial capacity, and ability to deliver effective legal and governance support services for detainees, particularly women. Only one submission per organization is permitted through the UNDP Quantum Supplier Portal.
