The World Food Programme invites expressions of interest from qualified partners to support emergency food assistance and cash transfer initiatives in Ecuador, specifically within the provinces of Santo Domingo de los Tsáchilas and Pichincha. Operating within the food security sector with a specialization in food assistance, this program aims to safeguard the livelihoods and food security of vulnerable populations facing heightened vulnerabilities from economic, social, and climate-related threats, including potential disruptions from a 2026–2027 El Niño–Southern Oscillation event. Selected cooperating partners will be integrated into an anticipatory Standby Field Level Agreement to deliver rapid humanitarian aid, mitigate infrastructure and market disruptions, and ensure consistent access to essential food resources for affected communities.

Applicants must be established cooperating partners or qualified organizations capable of implementing humanitarian food security interventions and cash transfer programs within the designated provinces of Ecuador. Submissions will be evaluated based on the organization's operational capacity, proven experience in emergency food assistance and cash-based interventions, familiarity with local contexts in Santo Domingo de los Tsáchilas and Pichincha, and demonstrated readiness to mobilize resources rapidly under an anticipatory Standby Field Level Agreement.
