The European Commission Civil Society Support Programme in Benin (CSSP-Benin) 2026 seeks to strengthen the credibility, independence, inclusiveness, professionalism, and resilience of civil society organizations in Benin. The initiative aims to enhance civil society’s capacity to promote human rights, democratic values, citizen participation, and sustainable development, while expanding its role in democratic governance, public policy dialogue, and human rights advocacy. Priority areas include promoting inclusive cultural participation and social cohesion, advancing the rights and inclusion of persons with disabilities, empowering vulnerable youth, supporting civil society engagement in the inclusive, transparent, and sustainable implementation of Global Gateway investments along the Cotonou-Niamey and Abidjan-Lagos corridors, and improving prison conditions and the social reintegration of detainees. The call has a total indicative budget of EUR 2,537,000. Under Lot 1, grant amounts range from EUR 250,000 to EUR 500,000, while under Lot 2, grants range from EUR 195,000 to EUR 390,000. Proposed actions must be implemented in Benin and have a duration of 36 to 48 months.

Applicants must be non-profit legal entities, specifically non-governmental organizations, established in an EU Member State, Benin, or other eligible countries as defined under the relevant European Commission regulations. For activities under Priority 4 related to Global Gateway investments, only organizations established in an EU Member State or Benin may apply as lead applicants. Applicants must be directly responsible for the preparation and management of the proposed action and may not act as intermediaries. During evaluation, particular consideration will be given to proposals that demonstrate strong alignment with the call’s priority areas, contribute to strengthening civil society’s institutional capacity and operational space, and promote inclusive, rights-based, and sustainable development outcomes in Benin.
