The United Nations Development Programme (UNDP) Libya is seeking proposals from qualified civil society organizations to implement the Model United Nations of Libya 2026 (MUNly 2026), a youth capacity-building initiative that promotes multilateral diplomacy, economic resilience, regional stability, and civic engagement among young Libyans. Building on the experience of the 2023 edition, the program aims to strengthen youth understanding of international policy processes while commemorating the 75th anniversary of the Universal Declaration of Human Rights. The initiative will combine intensive online preparatory training with an in-person conference in Misrata and Benghazi, engaging 50 young leaders from across Libya in simulations of key United Nations bodies, including the Security Council, ECOSOC/High-Level Political Forum, and the General Assembly. Participants will develop practical skills in negotiation, policy drafting, consensus-building, governance, and multilateral decision-making. The geographic focus is Libya, with activities centered in Misrata and Benghazi. Proposals must not exceed USD 120,000, and the implementation period may not exceed four months. Eligible activities include training delivery, conference organization, simulation exercises, policy and governance capacity-building, and youth engagement activities aligned with the objectives outlined in the Terms of Reference.

معايير القبول

Applicants must be non-governmental, non-profit organizations that are either officially registered in Libya or working in partnership with a registered Libyan NGO for local implementation. Organizations must demonstrate at least two years of operational experience in Eastern Libya and a minimum of three years of experience in conflict assessments and field data collection. Applicants are required to have established access, networks, and operational presence in Benghazi and Derna, as well as a qualified team with expertise in conflict analysis, environmental risk assessment, and field research. During the evaluation process, consideration will be given to organizational capacity, technical expertise, local access and networks, and the ability to effectively deliver the proposed activities. Previous experience implementing projects funded by United Nations agencies will be considered an advantage.
