2026 ICMPS – Small Grants for Local NGOs

The In-Country Micro Projects Scheme (ICMPS), established in 1994, enables Irish Missions to directly support local non-governmental organisations in implementing small-scale development projects. The scheme operates in developing countries where Ireland maintains diplomatic accreditation but does not run a bilateral Irish Aid programme. Funding is provided for initiatives that strengthen community voices in policy processes, prevent hunger, improve livelihood security, expand access to essential services such as education, healthcare, and HIV programmes, and enhance control of resources for marginalised groups. Projects may also promote human rights, women’s empowerment, gender equality, environmental sustainability, and climate change mitigation. Grants are available up to €10,000 per project, with a maximum duration of one year.

Applicants must be indigenous, locally managed, not-for-profit organisations that are independent of the state and voluntarily formed to address poverty and injustice. Eligible entities include locally registered NGOs, community-based organisations, non-profit companies or corporate foundations, faith-based organisations engaged in development work (with documented non-discrimination policies where relevant), cooperatives, farmer associations, and trade unions. All applicants must provide valid registration details, demonstrate authority to receive foreign funding, and maintain a bank account in their organisation’s name for grant disbursement.
