The World Food Programme (WFP) Uganda invites applications from qualified cooperating partners to design and implement market-oriented, context-specific livelihood programmes in the Rwamwanja Refugee Settlement and its hosting district. This initiative aims to strengthen food security, resilience, and self-reliance among refugees and host communities, building on Uganda’s policy of socioeconomic inclusion.

WFP Uganda has a longstanding commitment to supporting displaced populations and host communities through emergency response and resilience-building initiatives. The current call focuses on integrated livelihood activities that enhance food systems, promote diversified and nutrition-sensitive livelihoods, and expand financial inclusion and social cohesion. Interventions are expected to be sequenced and layered to restore natural capital, improve productive water and energy systems, and link beneficiaries to government structures for sustainability.

Priority will be given to approaches that place women and youth at the center of interventions, ensuring equitable access to strengthened food systems and diversified livelihoods. The programme seeks to increase the availability of affordable, safe, and nutritious foods while building the capacity of communities to withstand shocks and progress toward self-reliance by 2030. Grants will support projects of varying size and duration, aligned with WFP’s strategic focus on resilience and sustainable livelihoods.

Eligible applicants include national and international NGOs, community-based organizations, and other qualified entities with proven experience in implementing livelihood, food security, and resilience programmes. Applicants must demonstrate technical expertise, operational capacity, and a track record of working with refugees and host communities in Uganda.

Evaluation will consider organizational capacity, contextual knowledge of the Rwamwanja Refugee Settlement and hosting district, ability to deliver market-oriented and nutrition-sensitive interventions, and commitment to gender and youth inclusion. Strong monitoring and evaluation systems, financial accountability, and alignment with WFP’s strategic objectives will be key factors in the selection process.
