The United Nations Human Settlements Programme (UN-Habitat), in partnership with UN agencies and government bodies, invites applications from national and local NGOs in the Democratic Republic of the Congo (DRC) to implement the Participatory Strengthening of Conflict Prevention and Management Project. This initiative responds to the “Mobondo phenomenon” crisis, which has caused widespread violence, displacement, and food insecurity in Mai-Ndombe (Kwamouth) and Kinshasa (Maluku). The project adopts an integrated humanitarian-development-peace approach to address the root causes of land and customary disputes.

The program aims to strengthen local land governance, improve conflict prevention and management, consolidate social cohesion, and support socio-economic recovery for host communities and internally displaced persons. Key activities include participatory planning, securing land tenure, training local actors, establishing conflict prevention mechanisms, facilitating community dialogue, and supporting economic initiatives led by women and youth. Priorities emphasize institutional capacity-building, inclusive dialogue to restore trust, and community recovery to reduce vulnerability among women, youth, persons with disabilities, and indigenous groups. The project also promotes responsible private investment and inclusive economic partnerships, ensuring interventions are sensitive to human rights and the needs of vulnerable populations.

Funding will cover all direct and indirect costs, including logistics, personnel, training materials, and community engagement activities, with budgets prepared in USD. The project duration is 12 months, expected to begin in September 2026, with interventions in Maluku (Mbankana, Dumi, Mfumu Kento), Kwamouth (Plateau, Mpoli, Ngaliema), and Twa (Twa, Bokou, Kinsele).

Eligible applicants are legally registered national or local NGOs in the DRC with operational presence in the intervention areas and demonstrated expertise in land governance, conflict prevention, social cohesion, community mobilization, economic recovery, and management of internationally funded projects. Applicants must show technical and financial capacity, provide audited financial statements, and maintain governance and anti-fraud procedures.

Applications must include a technical proposal, financial proposal, work plan, legal documents, audited financial statements, CVs of key personnel, and evidence of organizational capacity. Submissions must be complete, signed, and stamped, and sent electronically by 4:00 PM (Kinshasa time) on September 2, 2026 to the designated email addresses. Proposals will be evaluated based on technical capacity (20%), financial and administrative capacity (20%), quality of the financial proposal (20%), and relevance of the technical proposal (40%).
