The World Food Programme (WFP) Sudan is inviting applications from qualified organizations to support biometric household registration and verification activities in Al Jazirah State, Sudan, as part of its Identity Management approach for food and cash assistance programming. The initiative aims to strengthen the accuracy, integrity, and accountability of beneficiary data to ensure that assistance reaches the most vulnerable populations affected by conflict and displacement. The project focuses on conducting biometric household registration, beneficiary verification, and support for bank account opening, while promoting the inclusion of marginalized and hard-to-reach groups, including persons with disabilities, female-headed households, and nomadic communities. Expected outcomes include improved community awareness of registration processes, transparent and inclusive targeting, strengthened feedback and grievance mechanisms, secure management of personal data, and the creation of reliable beneficiary records to support future humanitarian programming and equitable distribution planning. Applicants must be capable of implementing large-scale biometric household registration and verification activities and demonstrating the operational capacity required to support beneficiary identification and bank account opening processes in Al Jazirah State. Eligible organizations should have the technical expertise, systems, and safeguards necessary to ensure accurate data collection, secure handling of personal information, and effective engagement with vulnerable and underserved populations. Proposals will be assessed on their ability to deliver inclusive and transparent registration processes, ensure broad community outreach and participation, maintain accountability mechanisms such as feedback and grievance systems, and contribute to the production of reliable beneficiary data that supports fair and evidence-based assistance targeting.
