The Australia-Indonesia Partnership for Justice Phase 3 (AIPJ3) is inviting applications from eligible organisations to strengthen the institutional capacity of the Indonesian Child Protection Commission (Komisi Perlindungan Anak Indonesia – KPAI) in monitoring and evaluating the fulfilment of children’s rights, particularly for children in contact with the law. The programme supports accountability, transparency, and criminal justice reform while advancing access to justice, women’s leadership, prevention of violent extremism, and child rights-based monitoring. Through its Access to Justice Strategy, AIPJ3 aims to operationalise KPAI’s monitoring and evaluation framework, grounded in child rights principles such as non-discrimination, accountability, participation, and the best interests of the child.

The selected partner will provide technical assistance to refine and implement KPAI’s framework, including institutional readiness assessments, operational guideline development, monitoring tool enhancement, stakeholder consultations, and improved coordination with Komisi Perlindungan Anak Daerah (KPAD), government institutions, civil society organisations, and other stakeholders. Activities will also include capacity building through training, coaching, knowledge-sharing, and resource development on child rights-based monitoring, safe child participation, data collection, documentation, and reporting. The project will culminate in a comprehensive monitoring and evaluation report on children’s rights in contact with the law, alongside a strategy to strengthen KPAI’s future monitoring capacity.

The maximum grant amount is IDR 900,000,000, with a project duration of up to 16 months starting from September 2026. Funding will cover activity costs, expertise, personnel, operational expenses, and participation of KPAI representatives in project activities.

Applications are open to legally registered Indonesian national NGOs, civil society organisations, universities, philanthropic organisations, and research institutions. Organisations may apply individually or as part of a consortium, with consortium applications requiring a lead organisation that meets the eligibility requirements. Organisations of Persons with Disabilities and their consortiums are strongly encouraged to apply. Proposals will be evaluated based on institutional capacity, relevant experience in child rights-based monitoring and justice reform, and demonstrated ability to deliver evidence-based, participatory approaches that strengthen accountability and transparency in Indonesia’s child protection system.
