The EU-GOJUST Programme is a partnership between the Government of the Philippines and the European Union aimed at strengthening justice sector reform through more effective, inclusive, and accountable services.
The programme focuses on developing more coordinated, efficient, gender-sensitive, and people-centred justice services, and enhancing access to justice for all, particularly women and people living in vulnerable situations, under Window 3 it supports closer integration between established justice-sector civil society organizations and partner law schools, partner communities, and smaller or newer CSOs or government and community organizations, while ensuring the delivery of access to justice services including protection and claiming of rights and legal entitlements, legal advice and awareness, direct legal aid and representation, and improved access to legal remedies. The funding support is available for an 18-month period, with up to USD 85,000 for a single applicant, up to USD 169,500 for a consortium of two partners, and up to USD 250,000 for larger consortium projects.
EU-GOJUST builds on previous phases of cooperation and emphasizes strengthening coordination among justice sector institutions to ensure continuity and sustainable outcomes. It supports initiatives that connect civil society organizations with academic institutions and community-based partners to create more integrated justice service delivery systems.
The programme encourages projects that provide direct legal aid and services to local communities, combined with advocacy and policy reform efforts aimed at improving the legal and institutional environment for vulnerable groups at both local and national levels. It also supports action research initiatives that combine service delivery with evidence generation, as well as capacity-building activities for both duty bearers and communities to improve access to justice.

Eligible entities for participation include academic or research institutions, national NGOs, and community-based organizations, particularly those working in collaboration with justice-sector stakeholders and community partners to expand access to legal services and strengthen institutional coordination.
Through these interventions, the programme seeks to improve the responsiveness of justice systems and ensure that marginalized and vulnerable populations can effectively access legal support and remedies.
